Information about Charles S. McCullough is not readily available but what is known is that he also served as a sergeant in the Darlington Guards and later as town councilman and mayor. The McCullough family owned the house until they donated it to the city in the early 1940s on the condition that it be used as a recreation center for the youth. This is why it became the location of the Darlington Memorial Center. The center moved to the armory building in 1986 and the house at this point became the location of the Darlington Council on Aging.
In terms of design, the house is an outstanding example of Second Empire architecture. Perhaps its main attractive element is the wraparound porch that features ornate brackets, paired turned posts, and a decorative balustrade (railing). It also features a multi-colored slate mansard roof and a main entrance with elaborate colored glass transoms and sidelights. The house was added to the National Register of Historic Places in 1988 as part of the City of Darlington Multiple Resource Area.
