This is the permanent home of the Terrace Public Library. The first library was established in Terrace in 1929. It was located in several locations over the years until it found its permanent home in 1967 at its present location in Lower Little Park. The Terrace Art Gallery is located downstairs.

The Killer Whale design used as the library logo comes from a carved rock at Kitselas Canyon on the Skeena River near Terrace. It is believed that the stone drawing or petroglyph is 10,000 years old and predates contemporary native settlement by approximately 50 centuries.The killer whale is one of the four clans of the Tsimshian Nation, the other clans are Raven/Frog, Eagle, and Wolf. The Tsimshian people are matrilineal which means the children will follow their mother. For example: Emma Nelson was in the Killer whale clan which means that her children will be in the Killer Whale clan. The library was built to celebrate Canada's centennial (100 years since confederation).
