The Peer to Pier Mural project started as part of the city's FestivALL activities in 2011. Sponsored by the city's Strong Neighborhoods Task Force, it was envisioned as an improvement project intended to connect the West Side with downtown Charleston and provide color for pedestrians and drivers passing beneath Interstate 64.

In the first round of the project local artists were selected to participate based on themed designs, Artists painted murals on selected Interstate piers in 2011 and 2013; now, the effort has evolved into a long term project named “Gallery 64” intended to improve the space beneath the I-64 underpass for public use.
