In 1909 this riverside site was purchased for $400 by the Willamette Valley Advent Christian Church for religious camp meetings. Families lived here for a week or two for worship, prayer, and baptisms in the river. A building (later named Sam K. Cox Hall) was the largest meeting house on the site and survived the 1964/65 flood. The flood forced the sale of the property and the land was purchased for a park by the City of Troutdale in 1968.
It is named for Mayor Glenn Otto who arranged to buy the land to create Troutdale's first park. He served as mayor of Troutdale from 1967 - 1972. Originally named Troutdale Community Park, it was officially renamed Glenn Otto Community Park on July 20, 1996.
Sam K. Cox Hall honors another mayor who developed the park. Sam K. Cox served as mayor of Troutdale from 1983 - 1992.
