Built in 1952, the Biggs Building and Gym initially served as housing for African American patients at the Delaware State Hospital. In the 1960s the Biggs building was the first on campus to be desegregated.

The building is named after Benjamin T. Biggs, who was the Governor of Delaware from 1887-1891 and before that served in the US House of Representatives as a Congressman from 1869-1873.
Presently, the Biggs Building houses the Biggs Data Center for Information Resources Management and their staff offices, The Audit Recovery Management Services Division, and the administrative offices and client services for the Division of Services for the Visually Impaired. The Biggs Gym serves as an on-campus Record Retention Center.
